Release 130514 – AU Customs – Enhanced Import Declaration Process

This release provides an enhanced flow of information from the Supplier Invoice to the Australian Customs Entry screen providing time savings, better quality reporting and storage of CP answers and Permits against parts. Expedient previously allowed Customs Entries to be altered separately to the Supplier Invoice which created problems tracking duty rates for Parts when the corresponding Supplier Invoice was not also updated.

The purpose of this update is to:

  • Improve the consolidation of Supplier Invoice lines increasing accuracy of Entries to Customs and providing traceability of Parts to Duty paid
  • Store answers and permits for CP Questions against a Part to automatically answer questions for the Entry
  • Store Entry Line codes e.g. GSTE, CSC, SCN, TAN etc. against Part, TLF or both and have them carry through to the Entry.
  • Allow changes to the Supplier Invoices for PWA’s, refunds etc. to automatically flow through to the Customs Entry screen for resubmission

This update provides the following benefits:

  • 100% accurate duty reporting at Part level
  • Time saving through the automatic answering of CP Questions
  • Correct consolidation of Supplier Invoice lines based on answers to CP Questions and Permits providing accurate reporting to Customs
  • Cost savings to your clients by allowing multiple jobs to be consolidated to a single Import Declaration

The following workflow diagrams demonstrate the updated flow through the Job Registration, Supplier Invoice and Customs Entry screens following this release.

 

 

Screen Updates

The following screenshots show how screens have been updated to incorporate the new Code, CP Answers and Permit information.

Parts Maintenance

Not SupportedA new tab has been added to the Parts Maintenance screen. If your site stores Codes and/or CP Answers at Part level this tab is visible.

 

TLF Maintenance

Extra tables have been added to this screen to show the Duty Rate information received from Customs and the Codes information stored against the TLF.

 

Please note if your site is configured to store Codes information at Part Level and TLF Level where a Part has a different Code to it’s TLF the Codes stored against the Part will take precedence.

Supplier Invoice

The front tab of the Supplier Invoice screen, Invoice Overview, has been updated with some new fields to indicate when parts have missing information or are unclassified. Depending on your sites configuration for storing CP answers and Codes against Parts the following fields will appear in the bottom right of the screen.

 

When parts are entered in the Supplier Invoice Expedient will check if there are any CP Questions that are unanswered. Expedient will check the validity of the CP answers each time the Supplier Invoice is updated. If there are unanswered questions you will be prompted to send a report to a Broker

This report lists the full questions requiring answers for each part and is in PDF format so that it can be forwarded to the client.

If you have security access to answer CP questions use the toolbar button to open the screen listing the CP questions part by part. Permit numbers can also be entered here.

 

CP Answers and Permit information entered in this screen will be stored permanently against the Part (if your site is configured to do this) so that when the Part is entered in future Supplier Invoices the information will be automatically pulled across from the Part Masterfile. CP Questions for this Part will not be required to be answered again unless Customs advises the questions have changed for the tariff or the tariff becomes invalid.

Classify Parts

The classification screen has been updated to show the details Part by Part using the buttons. If your site stores Codes and/or CP Answers at Part level a new tab is visible.

 

Enter Codes Information if required, answers to CP Questions and Permit information. This information will be stored permanently against the Part (if your site is configured to do this) so that when the Part is entered in future Supplier Invoices the information will be automatically pulled across from the Part Masterfile.

On classifying the Part the Codes Information will be displayed against the Supplier Invoice line in the Details tab.

 

Supplier Invoice Details

The Details tab of the Supplier Invoice screen has been updated to include the Codes information pulled across from the Parts Masterfile and the TLF Masterfile if your site is storing Codes information at this level. Please note if your site is configured to store Codes information at Part Level and TLF Level, when a Part has same Code to its TLF but the information against the Code is different the Code Information against the Part will take precedence.

 

The Code information for each part will be shown as each supplier line is selected. The Code information can be updated but the update will only be stored for this Supplier Invoice. The updated Code will not be stored in the Part Masterfile for future use in subsequent Supplier Invoices. The Line Information table includes new columns, Sub No and Entry Line number. When an Entry is prepared for this invoice the Sub No column will show the Entry Submission number and the Entry Line column will show the Entry line the Supplier Invoice line corresponds to.

When an Entry has been created for the Supplier Invoice in Update mode new functions are available that allows fast update of multiple invoice lines.

Where Supplier Invoice lines have the same Entry Line number in Update mode lines with the same number will be highlighted as a group.

If you want to make a change to the whole group, for example change the Preference, click into the field on one row, make the change then click . This will apply the change you made to the line to all the lines within the highlighted Entry Line group.

 

Customs Entries

Validation has been added after selecting the type of Entry in the Nature 10/20 screen. Any errors in the Supplier Invoices for the job will be highlighted and the Entry cannot be prepared until the errors are fixed in the invoice. Expedient will also provide warnings where non-vital information is missing or incorrect but the Entry preparation can be continued after these warnings.

After entering the Supplier Invoices the Broker can complete the Entry Header details but in the Details tab none of the lines can be updated except for the AQIS details. All of the information in the Entry lines has been generated from the Supplier Invoices.

An area has been added to the bottom of the Lines tab to view the Codes Information for the Entry Line and has been populated from the related Supplier Invoice lines.

 

Customs Entries requiring modification must be updated from the Supplier Invoice and Re-Prepared within the Customs Entry screen. Therefore any changes to the Codes Information must be performed in the relevant Supplier Invoice. Then click and in the Nature 10/20 screen to pick up the amendments.

 

Multi-Job Option

A new option is available that allows multiple jobs on the same Master Bill for the same Client to be consolidated into one Entry. If you would like to use this functionality please contact Expedient Software.

New Search Options in Customs Entry screen

New search functionality has been added to the Customs Entry screen allowing easy access to outstanding Entries. Use to access the new search criteria.

Select from the pull down list and, if required, a Department code. Add any other search criteria to the screen, if required, then hit Enter to find the Customs Entries matching the criteria. Then use to scroll through the Entries.

 

Reports

As the Submission Number and Entry Line Number are now stored against each Supplier Invoice line more accurate reporting can be achieved.

New Invoice Line Level Reports have been created, giving Brokers further ability to analyse data. Please Note the new reports will only be applicable for data created under the new Customs Entry Process. All existing Reports have been moved to a legacy Customs Menu, whilst consolidating the best of the existing reports into the Customs Reports menu shown above.

The Unclassified Report is now in CSV format which matches the Parts Load file format. This output allows details of TLF, Country, Preference and Preference Rule to be added to each unclassified part in Excel which can then be saved as a CSV file and uploaded directly into the Parts Masterfile.

 

Crossover Period

Existing Import Jobs with a Customs Entry created before the Upgrade with status Submitted or Not Submitted will point to the legacy Customs Entry Screen from the Job Registration and Supplier Invoice Screen. A Legacy N10/20 menu option in the Legacy Customs folder will search for old Customs Entries. A legacy Supplier Invoice screen is available to view legacy Supplier Invoices with old Customs Entries. Any new Customs Entries created after the upgrade will point the user to the new Customs Entry Screen. This screen will only see new Entries created after the upgrade. Old entries will not be viewable in the New Customs Entry Screen.

Please Note: if an unsubmitted Entry has been created before the Upgrade, Brokers can delete this Entry, quit out of the Entry Screen and go back into the Job or the Supplier Invoice and add the Entry again to use the new Entry Process

 The new Invoice Line Level Reports will only report on Customs Entries created in the new process

 

Legacy Customs Menu

Entries which were created before this release and their associated Supplier Invoices can be accessed from the Legacy Customs module. Reports within this module will report on Entries created before and after the update.
