Release 20/02/23 – Forwarding – How to send HS code & Consignee TIN via FWB/FHL messages

The European Union is implementing a new customs pre-loading security and safety program to reinforce customs risk management in an integrated EU approach starting from 1st March 2023. As required on EU  ICS2 (Import Control System), airlines need to report  HS Code (Harmonized Commodity Code)  and Consignee TIN (Trader Identification number) to EU Customs via Preloading Advance Cargo Information (PLACI). Therefore, the freight forwarder will be required to pass this information to airlines via FWB/FHL messages.

Below is the instruction on how to report HS Code and Consignee TIN via FWB/FHL messages in Expedient Application.

HS Code (Harmonized Commodity Code)

You can add HS code at consol or job level. If you add the HS Code on the consol level, it will be sent via FWB message. If you add HS Code on the job level, it will be sent via FHL message.

How to add HS Code on the Consol level?

1. Go to Export Air Consol>Rating Details tab and fill in HS code below.

2. When the FWB is sent, HS Code will be included in the message below.

How to add HS Code on the Job level?

1. Go to Export Air Job>Goods and Special Handling tab and fill in HS code below.

2. When the FHL is sent, HS Code will be included in the message.

Consignee TIN (Trader Identification number) / ECI (Enterprise Code Identifier)

You can add TIN on consol or job level. If you add the HS Code on the consol level, it will be sent via FWB message. If you add HS Code on the job level, it will be sent via FHL message.

How to add TIN/ECI on the Consol level?

1. Go to Export Air Consol>Address Details tab and fill in the FWB ECI type and number below.

How to add TIN on the Job level?

1. Go to Export Air Job>Shipper/Consignee tab and fill in FHL ECI below.

How to save TIN/ECI number into Masterfile?

In the Expedient application, you can save the TIN/ECI number into Customer Masterfile or Export Consignee Masterfile, so that it will be populated to Export Air Consol/Job automatically.

• For shipper/Agent/Forwarder, the TIN/ECI number is populated from Customer Masterfile>ABN/CAC or CCID field.
