Overview of Expedient TSW Application

The Expedient TSW Application is being developed to cater for TSW Messages developed by the New Zealand Customs Service (NZCS) and the Ministry for Primary Industries (MPI). Under the new application, one TSW message will be passed over to different agencies (NZCS, MPIBIO, MPIFOOD) if required for processing.

Message Format

The new Expedient TSW Application is designed and based on an international data model managed by a United Nations committee and the World Customs Organization (WCO) in accordance with the requirement of the New Zealand Customs Services. New XML message will replace the current EDIFACT message. The message details are able to view via EDI History  toolbar button on the declaration screen.

TSW application developed in Expedient

Expedient aims to deliver the following messages to replace the legacy messages. All the messages except ICR will be available for users at stage one. ICR will be developed after NZCS finalises its specification documentation which is currently under NZCS’S internal review and the deadline is unknown.

  • Import Declaration (IM1) – IM1 message will replace the legacy import Declaration.
  • Export Declaration (EX1) – EX1 message will replace the legacy Export Declaration.
  • Cargo Report Export (CRE) – CRE message will replace the legacy Export ECI Entry.
  • Outward Cargo Report (OCR) – OCR message will replace the legacy Outward Report.
  • Inward Cargo Report (ICR) – ICR message will replace the legacy Import ECI Entry. The message will be available on phase two.

On top of standard customs messages, we have also re-designed the following screens

  • Supplier’s Invoice – TSW Supplier’s Invoice will replace the legacy Supplier’s Invoice.
  • Shipper’s Invoice – TSW Shipper’s Invoice will replace the legacy Shipper’s Invoice.

Menu Options

When TSW Application are delivered to the sites, all the legacy functions and reports will be moved to “Legacy Customs” folder under their main menu folders. User are still able to submit message via legacy channel through Expedient until NZCS has completely shut down the message channel. However, Expedient strongly suggest users to lodge new submissions via TSW Application after they are delivered.

i.e.

When TSW Application are delivered to the sites, Legacy Import Declaration, Legacy Supplier Invoice, Import ECI Entry, eBACCa Application, Legacy Job Report will be archived to Customs Clearance>Legacy Customs folder.

Communicating with different agencies

User are able to submit one message (i.e. Import Declaration) to communicate with all relevant government agencies (i.e. MPIBIO, MPIFOOD). eBACCa will be replaced by IPI (primary Industries) Import Declaration. If the goods were released by MPI, the Biosecurity Authority Clearance Certificate like below will be attached on the response message and saved to Job Documents in Expedient automatically.

New Features in TSW Application

Attachment

Attachment submitted to TSW

In new TSW messages, users are able to attach documents and send to customs/MPI when the messages are submitted. The documents should be saved to Job Documents (Consol documents for OCR) in order to be attached to the message. The following formats are approved attachment formats by TSW.

  • application/pdf = pdf
  • text/csv = csv
  • image/tiff = tiff
  • image/gif = gif
  • image/png = png
  • image/jpeg = jpeg
  • spreadsheet = xlsx
  • word document = docx

Please note that the following formats are not approved by TSW and may not be accepted by TSW system.

  • text document/txt = txt
  • spreadsheet = xls (Microsoft Excel 97-2003 Worksheet)
  • word document = doc (Microsoft Word 97 – 2003 Document)

Attachment Received from TSW

In New TSW messages, if TSW has responded with attachment, it will be saved to the Job documents automatically. Users are able to access them in the job registration screen. Currently the only attachment which may be returned is from MPI.

Validation Toolbar Button

Validation Toolbar button has been added to all messages and users are able to click the validation toolbar button to do customs validation check. The Error or Warning message will display in the validation window.

 

Warning Message

Warning message will not stop user to submit message to TSW. It just reminds users to pay attention to the scenario. The warning message will display in yellow.

 

Error Message

If users have an error message on validation check, they are not able to submit the message to TSW, unless the error has been fixed by users. The error message will display in red.

Re-prepare

Re-prepare function has been added to all TSW messages and are available when the declaration screen is in update mode. The function will allow user to update the fields which can’t be edited directly from declaration (i.e. Flight No.). If the field is editable from declaration, it will not be re-prepared and users need to update it in the declaration. The function will ensure consistency between Job registration and declaration submitted. Users need to update the Job/Consol before the declaration can be amended and re-submitted to TSW.

i.e.

In order to update Flight No. in Import declaration, users need to update the flight number in the Job/Consol registration and then click “Re-Prepare” in update mode to re-populate the new Flight No. to Import Declaration.

Better visibility of submission information

In the new TSW application, users have better visibility of the information submitted to TSW. All the information submitted to TSW is available in the declaration screen, users don’t need to shift to the different programs in order to obtain the information submitted.
