From 1st July 2022, a Domestic Tranship Request (DTR) is required by NZCS to move uncleared air cargo from one approved facility to another approved facility.
The DTR is part of the Inward Cargo Report Process. Therefore, you should lodge DTR via ICR function in Expedient.
The Domestic Tranship Request can be done for a house bill or master bill. You should create an ICR via Job registration, in order to lodge DTR.
How to submit an DTR?
- You should create a job registration in the Expedient Application.

- Click “ICR Entry toolbar” in the job registration screen to go to Inward Cargo Report.
- Click “Add” in ICR screen to create an Inward Cargo Report and fill in the following information.
- Request type
- UB Trans Mode
- Trans Dest Premises.
- Location of Good
- Shipment Information and Consignment Information will be populated automatically to the ICR from the import job.
- Click OK to save ICR.
- Click the “Validate” Toolbar in ICR.
- If the validation is passed, you can click the “Submit” toolbar to submit DTR Inward Cargo Report
- After the response is back from TSW, you should receive the status at ICR entry and consignment level.

- NZCS/MPI Consignment Status: The Status will always default to “Import Declaration Required” for DTR request.
- NZCS/MPI Movement Status: The status will indicate if the consignment is allowed to move from one approved facility to another approved facility.
- Note: The CTO may require you to have all house bills in a master bill cleared or DTR approved, before they can release the cargo.
P.S.
If you would like to submit a DTR for a master bill, you should also create a job registration and leave the house bill blank in the job registration.
When the ICR is created, the process will automatically use Master Bill as Bill Number in the ICR. Therefore, you are requesting DTR for the entire Master Bill.
