In line with ICS change, Expedient has added a new “DCL Not Required” indicator to the Sea Cargo Report. The new indicator allows Australian Trusted Trader’s LCL containers to bypass the requirement for an underbond movement for deconsolidation at a licensed customs depot. Where an LCL container is shared with other ATT importers, such as related companies, and the cargo reporter is also an ATT, this indicator will allow LCL containers to follow the same physical clearance process as Full Container Load (FCL) and Full Container Multiple House Bills (FCX) containerised cargo.
The new indicator is allocated on Sea Cargo Report>Commodity Details.
For eCommerce clients, you can load “DCL Not Required” indicator via “Load Manifest Line (Sea)” function. Also, the new indicator is visible on the House Bill Enquiry screen.
To be eligible to use this indicator, please read the fact sheet provided by customs. You have to ensure all the conditions below are met.
Eligibility for the LCL Consolidated Delivery benefit
Any LCL container, where all consignments:
- are destined for the same metropolitan delivery address,
- are for ATT importers, and
- are cargo reported by an ATT service provider.
How do I access the LCL Consolidated Delivery benefit?
ATT Cargo Reporters will be able to request for eligible LCL containers to bypass the requirement for an underbond movement request (UBMR) for deconsolidation (DCL) at a licensed customs depot.
For Bio-security reasons this benefit will be restricted to containers that are designated to be unpacked in a metropolitan postcode or inside the boundary of an approved port. The ATT Cargo Reporter will be required to ensure this condition is met.
ATT Cargo Reporters will identify and request that eligible LCL containers bypass the underbond deconsolidation requirement, enforced through the Integrated Cargo System (ICS), by setting a new indicator in the Sea Cargo Report (SCR). If the new indicator is supplied for all consignments reported for the LCL container, the ‘Deconsolidation Underbond Satisfied’ Cargo Status Condition will be deemed to have been met and the need for a DCL UBMR will no longer be required. Each consignment will receive a CLEAR status once all other conditions of clearance have been met, e.g. payment of each import declaration.
For an LCL container to be eligible the following must apply:
- The cargo reporter must be an active ATT Service Provider,
- The consignee ABN reported on the SCR is for an active ATT Importer,
- The cargo type reported for the container on the SCR must be LCL,
- The cargo cannot be Transit or Transhipment, and
- The SCR is the lowest level Bill
The associated ICS messaging and status changes are applicable:
- Should the above mentioned conditions not be met, the ICS will reject the message and provide an error message outlining the conditions that failed.
- Where the ‘Deconsolidation Underbond Satisfied’ Cargo Status Condition is met, the Import Document Status Detail View Screen will display a new value of ‘ATT’ to users.
- Where the ‘Deconsolidation Underbond Satisfied’ Cargo Status Condition is met, the Cargo Status Advice (CSA) message will transmit a value of ‘N/A’.
- A new Event will appear in the Cargo Report Event History to identify cargo that has been cleared and met all clearance conditions. New Event Wording: CLEARED ATT NO DCL REQUIRED
- When all Lowest Level SCRs are CLEAR, one CLEAR CSA message for the container will be sent to the release premise.
- If the status changes for the container and that new status varies from that on the last CSA message sent to the release premise, a new CSA will be sent.
