Release 01/07/21 – Customs(NZ) – How to submit DTR (Domestic Tranship Request)

From 1st July 2021, NZCS/MPI will start the pilot project for airfreight DTR (Domestic Transhipment Request).

Domestic Transhipment Requests (DTR) will replace the existing manual MPI process of General Authorisation of Carriage (GAC) and the manual Customs processes of single/continuing permissions to move and Collector’s Permits one electronic process for both agencies.

The DTR process is completed by using ICR Message. You only need to submit DTR for the HELD cargo.

In Expedient, there is the DTR function integrated into ICR message. When the ICR is created, please ensure that you select “Domestic Tranship Request” as the Request Type on ICR.

If you select Request Type as “Domestic Tranship Request”, the Tranship information will be added to ICR screen.

Note: If you can’t see the fields below, just click “Domestic” tab and the fields will display.

You have to fill in “UB Trans Mode” & “Trans Dest Premises”.

  • UB Trans Mode: The transport mode how the goods are going to travel from originating CCA to Destination CCA
  • Trans Dest Premises: The Destination Premises/CCA where the goods are going to travel to

After that, you should also enter the other fields in the inward cargo report as required for DTR including:

  • Location of Goods (Inward Cargo Report Tab)
  • Consignment Information (Consignments Tab)
  • Consignment line information (ICR Lines Tab)

You can use the “Validate” Toolbar to check if any mandatory fields are missing.

When the ICR with DTR is submitted, the NZCS & MPI will provide Movement Status respectively at the consignment level.

There are two movement status may displaying on the column

  • Domestic Tranship Approved
  • Domestic Transhipment Declined

If all consignments on the ICR are “Domestic Tranship Approved”, the ICR Status will display as “Domestic Trans. Approved”

You have to ensure that all consignments on the consol are either CLEAR or DTR Approved to pick up the consol from CTO/Airline.
