Expedient TSW Inward Cargo Report
Overview
The Expedient TSW Inward Cargo Report is designed to replace the legacy Import Electronic Cargo Information (Import ECI) submitted via B2B channel. TSW Inward Cargo Report allows users to perform the following functions:
- Write–Off Low Value Goods
- International Tranship Request
- Domestic Tranship Request (Not yet introduced by NZCS)
- Write–Off Empty Containers
The following status may be provided by TSW:
Status at declaration level: (NZCS & MPIBIO)
Status at consignment Level: (NZCS & MPIBO)
Users should refer to the status at consignment level to determine if the consignment is cleared or not.
For Domestic/International Tranship Request, you may also see movement status on the consignments tab.
Structure of TSW Inward Cargo Report
When the Inward Cargo Report is created, the following tabs will be available in the Inward Cargo Report screen.
- Inward Cargo Report Tab – Display declaration header information
- Containers Tab – Display the container information
- Consignments Tab – Display consignment information & Status
- ICR Lines Tab – Display ICR Lines information
- Attachments Tab – To attach documents on the message
New feature in TSW Inward Cargo Report
Consolidated Status
Consolidated status is the status set by Expedient for users’ ease of reference. It combines all statuses from different agencies/consignments.
- Cleared – When Clear status is received from all agencies and all consignments.
- Held – When Held status is received from any agency/consignment, but no Error/Cancelled status is received from any agency/consignment.
- Error – When Error status is received from any agency/consignment.
- Domestic Tranship Approved – When the domestic tranship is approved by TSW.
- Required – When “Import/MPI Declaration Required” status is received from any agency/consignment and no Error/Held/Cancelled status is received from any agency/consignment
- Cancelled – When cancellation request is sent and approved by NZCS.
Request Type
There are 3 request types available for users to select.
- International Tranship Request – The option is used to request the transfer of a consignment from Location of Goods to be loaded for Export.
- Domestic Tranship Request – This option is used to move the underbonded goods from one location to the other location. At this stage, NZCS has not introduced the function into the day-to-day practice yet.
- Write-Off Request – This option is available when users are going to clear goods which are exempt from the requirement for an Import Declaration.
Consignment Status
The consignment status is the status assigned to each consignment by NZCS/MPIBIO. The following status may be assigned by government agencies.
- ERR = Error
- HLD = Held
- WOF = Written Off
- ITA = International Transhipment Approved
- IDR = Import Declaration Required
- MDR = MPI Import Dec Required
Note: IDR/MDR will be the default response where where no other consignment clearance status is applicable.
Movement Status
The movement status is only applicable when Domestic/International Transhipment is requested. The movement status will be given by both NZCS & MPIBIO. The following status may be assigned by government agencies.
- DTA = Domestic Transhipment Approved
- DTD = Domestic Transhipment Declined
- ITA = International Transhipment Approved
- ITD = International Transhipment Declined
- HLD = Held
Attachment
The attachment function allows user to attach files in Job>documents and send to TSW. Currently, NZCS/MPI may not process the file in ICR yet.
Toolbar Button
Load ICR Lines function is similar to the Legacy ECI Consignment function in the import job (Import Job>Customs>ECI Consignments). It allows users to load ICR lines details from CSV file. The toolbar is available when the ICR is in update mode.
Validate 
Validate toolbar will provide error/warning message to users before submission.
Re-prepare 
Re-prepare function will allow user to re-set the value in the field to default value. Only uneditable fields in ICR are allowed to be reprepared.
