Release 12/09/18 – Customs Clearance (NZ) – Import Declaration – PVL (Provisional Value)

As part of the Customs and Excise Act 2018 Customs will be offering a new service to importers. The new service enables specific importers who are unable to provide a value for duty at the time of the importation of their goods to provide a reasonable estimate of that value on their import entry.  Following importation the importer must provide a final Customs value within a prescribed time frame. All importers who want to use provisional values must first register with Customs. Some importers will automatically qualify and others will require Customs approval to use provisional values on their entries.

An additional Other Information code (OINF) PVL (Provisional Values) has been added to TSW Import Declaration.  This can be used at header level to identify an entire lodgement as provisional or at line level to identify individual lines as provisional.

Customs allows the use of this new functionality from 1 October  2018 when the new Act comes into effect.
