Clearance Library Module [BETA] will be available in this release.
Clearance Library aims to provide users with various border clearance resources, i.e. Import Tariff, AHECC, TCO, By-laws, Legislation, Notice, Documents and other clearance related resources. The Clearance Library database will be updated on daily basis automatically (no manual update is required) based on the data published by relevant authorities.
The Beta Version (Trial Version) Clearance Library will be free-of-Charge for expedient users.
In this release, only phase I contents will be available. We are committing to have on-going development of this module and more contents and features will be delivered in future phases.
The module can be accessed via Menu > Clearance Library [BETA].

Book Name
The following Books/functions are available in Clearance Library in Phase I.
- Schedule 1 of Customs Tariff Act
- Schedule 3 of Customs Tariff Act
- Tariff Concession Orders
- BICON – Australian Biosecurity Import Conditions
- COLS – DAWR Cargo Online Lodgement System
- DAWR Regional Delivery Postcode
- Tariff that requires NICNAS registration
- GST status of major food and beverage Search
- A list of legislation (Online Version)
Note: AHECC, Schedule 4 – Item & By-laws will be available in Mid-February
Book Content Search
The Book Content Search allows users to search the following:
- Key word in the book
- key word in the Notes (i.e. Section Note, Chapter Note)
- Tariff ( i.e. 3924, 3924.10, 3924.10.00)
- TCO Number ( i.e. 9805043)
- TCO Description
- Tariff for TCO
Note: No Wildcard characters i.e. “ * ” , “ ? ” is required for search purpose.
Access User Manual
User Manual is available by pressing F1 on Clearance Library Screen. Alternatively, the user manual is also available in the user manuals tab on main menu.
Example
If users search “Of other plastic”, Expedient Clearance Library will search for the content in the book CONTAINING “Of other plastic”.
Note: The search is not case sensitive. The key words will be searched as one string.
Step 1:
Type in “Of other plastic” in Book Content Search.
Step 2:
Press “Enter” or Click Search Tool Bar 
Step 3:
Search Results will display in Search Result table.
Step 4:
Double click a search result. i.e. 3917.32.90 35. The detail of search result will display in Book content Table under Search Result.
Step 5:
If a classification is selected i.e. 3917.32.90 35 in Schedule 3 tab, linked TCO will display in Schedule 4 tab next to Schedule 3 like below. Full TCO description detail is available on the description tab.
Note: Linked TCO will only display when the classification Category (8 digits Tariff + 2 digits Statistical Code) is selected in Schedule 3.
Step 6:
If a classification is selected i.e. 3917.32.90 35 in Schedule 3 tab, linked Notes will display under Book Content Table as below.
Note: If the notes i.e. Additional Notes, is not available for the classification, the relevant tab(Additional Note tab) will not display.
Show/Hide Search Results
“Show/Hide Search Results” button is allocated on the top of right hand side of the screen. Users are able to click the tool bar button to hide search results, so that they have more space to view the other contents.
